Evaluating Trade Facilitation Reforms to Strengthen Bangladesh’s Agricultural Trade Competitiveness

The Challenge

Efficient trade systems are critical for enhancing agricultural competitiveness, attracting investment, and expanding market access. Through the Bangladesh Trade Facilitation Project (BTFP), USDA and Land O’Lakes Venture37 supported reforms aimed at modernizing Bangladesh’s agricultural trade ecosystem through policy improvements, automation of trade processes, institutional capacity development, laboratory infrastructure enhancement, and risk-based trade management systems.

As the project reached its midpoint, stakeholders required an independent assessment to measure progress, identify implementation challenges, and generate evidence-based recommendations to guide the project’s remaining implementation period.

Inspira’s Approach

Inspira Advisory & Consulting Ltd. conducted the Midterm Evaluation of the Bangladesh Trade Facilitation Project, assessing performance across the project’s key intervention areas.

The evaluation combined policy analysis, institutional assessments, stakeholder consultations, trader surveys, and laboratory performance reviews to examine how reforms were influencing trade processes, regulatory efficiency, institutional capacity, and private sector engagement.
