Strengthening City Bank’s Environmental & Social Management System (ESMS) for AIIB-Financed Infrastructure Projects
The Challenge
As infrastructure financing expands across Bangladesh, financial institutions face growing expectations from international development finance institutions and investors to manage environmental, social, climate, and gender-related risks effectively. To access and manage large-scale infrastructure financing, banks require robust Environmental and Social Management Systems (ESMS) that go beyond regulatory compliance and align with international best practices.
City Bank sought to strengthen its ESMS framework to meet the requirements of AIIB-financed infrastructure projects while enhancing its capacity to identify, assess, monitor, and mitigate environmental and social risks across its lending portfolio.
Inspira’s Approach
Inspira Advisory & Consulting Ltd. provided technical assistance to City Bank to upgrade and operationalize a comprehensive Environmental and Social Management System aligned with international standards and the requirements of infrastructure finance transactions.
The engagement combined institutional assessment, framework design, operational tool development, and capacity strengthening. Inspira worked closely with the bank to identify gaps in existing systems, develop risk-based procedures and due diligence instruments, and strengthen internal capabilities for managing environmental, social, climate, and gender-related risks throughout the project lifecycle.
