Development of Comparative Assessment Toolkit for Assessing Municipal Infrastructure Project’s Technical & Financial Parameters

The Challenge

Municipalities across Bangladesh face increasing pressure to expand and improve critical infrastructure services while addressing growing climate risks. Despite substantial investment needs in water, sanitation, and urban infrastructure, decision-makers often lack standardized tools to compare projects based on technical feasibility, climate vulnerability, service gaps, and financial viability.

To strengthen municipal investment planning and facilitate more effective capital allocation, Water.org sought a robust assessment framework that could transform municipal infrastructure data into investment-ready insights and support the prioritization of resilient infrastructure projects.

Inspira Advisory & Consulting Ltd. provided technical assistance to Water.org to design and develop a Comparative Assessment Toolkit for evaluating municipal infrastructure projects across Bangladesh.

The toolkit integrates technical, financial, and climate-resilience parameters into a unified assessment framework, enabling municipalities and financial institutions to identify high-priority investments and assess project bankability. The approach combines climate vulnerability mapping, infrastructure gap analysis, and investment-readiness assessment to support evidence-based decision-making and future financing strategies.
