Bangladesh’s industrial sector is confronting a persistent skills gap, with only a small fraction of the labour force receiving formal vocational training each year. As the country’s renewable energy sector expands rapidly and global pressure mounts for greener industrial practices, the demand for workers with structured, nationally recognised qualifications has never been more urgent. The Skills4SE Project, implemented by GIZ Bangladesh, directly responds to this need by strengthening the foundation of technical and vocational training in two critical energy sectors.
In collaboration with GIZ Bangladesh, Inspira is advancing national skills development under the Skills4SE Project through the development and validation of Competency-Based Learning Materials (CBLMs) and Competency Standards for the renewable energy and energy efficiency sectors, aligned with the Bangladesh National Qualifications Framework (BNQF).
Inspira’s work under the project spans two interconnected areas. The first focuses on developing 49 CBLMs across three qualification levels for Boiler Operation and Maintenance, and Solar Electrical System Installation and Maintenance, two occupations central to Bangladesh’s industrial and renewable energy landscape. The second involves building an entirely new competency framework for two emerging Energy Efficiency occupations, covering the full process from task analysis and competency standards development to course accreditation documents and learning materials.
A key milestone in this second area is conducting Competency Standards and Course Accreditation Document review workshops for Compressed Air System Operation and Maintenance (CASOM) and Refrigeration and Air Conditioning (RAC). Convened by the National Skills Development Authority (NSDA) in Dhaka, these workshops brought together industry representatives, academics, government agencies, and technical specialists to review and refine the draft materials prepared by the Inspira team, ensuring that the standards reflect real workplace demands before formal approval.
Throughout the assignment, Inspira is working in close collaboration with NSDA, GIZ Skills4SE, industry experts, and TVET institutions, managing the full cycle from stakeholder consultations and validation workshops through to bilingual publication in English and Bangla.<\/p>\n\n\n\n
